In a medium bowl, combine ground beef, soy sauce, brown sugar, sesame oil, minced garlic, ginger, and rice vinegar. Mix thoroughly and let marinate for about 10-15 minutes.
Heat a large skillet over medium-high heat. Add the marinated ground beef to the skillet, breaking it up with a spatula.
Cook the beef for about 7-10 minutes, stirring occasionally until fully cooked. Ensure it’s browned and any excess liquid has evaporated. Season with salt and pepper to taste.
Add the shredded carrots to the skillet and stir-fry for an additional 2-3 minutes until carrots are slightly softened.
Remove from heat and stir in chopped green onions, reserving a few for garnish.
To serve, place a generous scoop of cooked rice in each bowl, top with the Korean ground beef mixture, and sprinkle with sesame seeds and remaining green onions.
